In Saudi Arabia, a certificate issue by the Saudi Arabian Standards Organization (SASO) is required to prove that an import has passed the necessary quality and safety inspections.

For the purpose of clearing the imported products through customs, the SASO certificate serves as a passport. However, once your goods arrive in Saudi Arabia, customs officials have the authority to carry out additional testing procedures and inspections

Even if you have SASO paperwork proving that your items comply with Saudi Arabia’s standards.

After the Certified Body of the country from which the products are being shipped has review the consignment of goods and given its approval, the SASO Certificate of Conformity (CoC) will then be issued by that country’s Certified Body. When products are being sent to Saudi Arabia, the Certificate of Conformity must be include in the shipment at the same time as the goods themselves. Each and every shipment is require to have its own Certificate of Conformity.

You are not permitte to use the same certificate for more than one shipment. There is a temporal limit on how long the Certificate of Conformity can be utilize for its intended purpose.

It is require that every product has a label (that cannot be removed) that specifies its country of origin. In the event that there is no label on them, they will not be deliver until the importer either fixes the problem or provides a guarantee that the same thing will not happen again in the future.

Either the products will be sent back to the country from where they were originally importe, or the importer will be asked to pay a fine.

SABER Certificate in the Kingdom of Saudi Arabia (KSA)

SABER is a condition that must be met in order for businesses that are register in the Kingdom of Saudi Arabia (KSA) and who intend to trade or utilize imported goods to be able to import those goods.

The SABER portal system is a brand-new importer-based computer system that will soon become necessary in Saudi Arabia. This system will provide online certification of imports into the country.

In the long run, the SABER platform is going to take the place of the SASO COC as the only verification method that will be used while moving products through the Saudi Arabian customs system. It is required that a Product COC and a Shipment COC be issued through SABER for any and all shipments that are going to be brought into the Kingdom of Saudi Arabia.

Which products qualify to be registered on SABER and why are they important?

Beginning in January 2021, this will apply to all products, regulated and unregulated alike, regardless of whether they were created locally or imported. However, the issue of a Product Certificate of Conformity (PCoC) is required in order to clear the regulated products.

PCoC is evidence that the products brought into the country have been registered with SABER and that they comply with the Technical Regulations that are relevant to SASO.

In order to receive the Shipment Certificate of Conformity (SCoC), which is required for all products that are imported, one must first have the Product Certificate of Conformity (PCoC) for the regulated product completed.

Who is required to sign up for SABER?

Everyone who imports or manufactures goods and has a Saudi business register, in addition to everyone who makes things locally.

Certificate of Conformity for Products Manufactured by SASO (PCoC)

The conformity evaluation procedure for the products that are regulated takes place over the course of two phases: Certificate of Conformity for Shipments (SCC) and Product Certificate of Conformity (PCOC) (SCOC).

  • One of the certification bodies that has been accepted by the SASO will be the one to issue the Product Certificate of Conformity (PCoC) in the country of origin. It is good for one year and just for the product that was specified.
  • When landing at Saudi customs ports, an SASO (PCoC) is necessary and must be attached to the paperwork of the shipment in order to clear customs and proceed with the clearance process.
